Project Introduction
Developed by CITIC Limited and China State Shipbuilding Corporation (CSSC), HARBOR CITY is located in Lujiazui, CBD of Shanghai, and boasts to be one of the most advanced among recent complex developments in Shanghai. The project, as a whole, is designated to renew the landmark record of the financial zone in this international metropolitan. Based on the historical shipyard, OMA, Kengo Kuma, KPF, BENOY and other globally famous architects have joined their force to create an upscale urban complex.
To build a world-class urban public art zone, a new name card of Shanghai and a rising landmark along Huangpu River, HARBOR CITY ambitions to offer a public art space of highest art standard with a publicly chosen collection of excellent artworks. In this area that contains financial institutions, commercial landmarks, an art center, luxury residential areas and five star hotels, large-scale public art works created by world’s leading and emerging artists will be installed in more than forty sites.
Fram Kitagawa, the famous curator who served in the successful Echigo-Tsumari Art Field and Art SetouchiTriennale, is appointed as the director. 15 established artists who represent the standards of our century, and 29 emerging artists of great promise, the winners of an international public competition, are involved in this grand program.
Theme Interpretation
The theme of Public Arts for HARBOR CITY is “Space-Time Vessel Travelling through the Universe”. We are all living in a globalized world, voyaging through time and space on a vessel called Earth. 7.3 billion people are on board our vessel, the Earth. Public Art for Lujiazui HARBOR CITY sails from our now to a new world. Through works of art created by artists with different philosophies from all over the world, we will to connect our pasts and our future and think about this place, one of the places people have reached in 60,000 years of the Grand Migration starting from Red Sea. They are telling a most myriad collection of stories specific to local communities around the world.
Lujiazui HARBOR CITY is one of the most advanced redevelopments in the recent decades to become an iconic landmark of Shanghai, an evolving metropolitan in the world. Through Public Art for Lujiazui HARBOR CITY, it aims to bring a new breath of life to the newly redeveloped area. Art uncovers the past, testifies to the present, and has premonitions about the future, gives them form and communicates them to others. Embedding art, as the manifestation of the human spirit, in public spaces leads to giving a human touch to communal areas of the city and promotes its growth. Site-specific art, created through a collaborative process, connects people and places, encourages a sense of belonging, and fosters a friendly, accessible atmosphere for residents and visitors. It opens up the community and gives it individuality.
Since its port opened 180 years ago, Shanghai has been a center for international trade, attracting talents and resources from around the world. The city is now home to handsome historic buildings and a rich blend of cultures from many eras. The city is energetic and rich in diversity, thanks to constant exchanges and interactions between people from around the world. Building on Shanghai’s distinctive history, the Public Art for Lujiazui Harbor City project makes effective use of that urban identity while communicating it to the future.

Fram Kitagawa
Graduated from Tokyo University of the Arts, Kitagawa is dedicated to community development and other topics by integrating art with our society in recent years. His works include Echigo-Tsumari Triennial (2000), which won the seventh All right! NIPPON Prime Minister Award, Aqua Metropolis Osaka (2009), Niigata City Art of Water and Land 2009, and Art Setouchi 2010 & 2013, which won the Award for Contribution to National Maritime Development (Japan). A number of his books have been published in China, including Echigo-Tsumari Art Triennale Concept Book (simplified Chinese: 2015, Tsinghua University Press; traditional Chinese: 2014, Yuan-Liou Publishing Co., Ltd). Currently, he is the general director of Echigo-Tsumari Art Triennale and Art Setouchi.
